Quantifying the impact of human rights and gender programmes
14 April 2016
This technical brief explores some of the main challenges in measuring and quantifying the impact of both the human rights context (laws, policies, social norms and practices etc.) and human rights interventions (human rights-based programmes) on the effectiveness of the HIV response. It focuses mostly on the quantification of the positive impact of human rights and gender programmes and interventions on the response.
The paper intends to help initiate a broad dialogue across Linking Organisations, Alliance Centres, community-based organisations, Key Population (KP) networks and other partners about how best to capture and articulate the impact of the human rights and gender interventions we carry out and those we are planning.
